Federation Internationale Amateur de Sambo I. International Sambo
competitions managing Provisions* Approved by the XVII FIAS
Congress Minutes (November’2006, International Sambo Competitions are held under the auspices of FIAS Federation on the basis of FIAS Statute and decisions, International Sambo competitions provisions in accordance with the approved calendar of the competitions. 1. Application of candidate organisation for
hosting the FIAS world sambo championship or cup. Any National sambo federation, that is the
member of FIAS, may apply for hosting the FIAS World Sambo championship or cup. The
application shall be submitted to the FIAS Secretary General within 2 years
prior the said international event, stated in the official FIAS events
Calendar. Te hosting organization shall be chosen on
competitive basis, upon tender has been completed. The application of candidate organization shall include the following data: (a) the full name of international
event to be hosted; (b) precise dates of the event to be
hosted; (c) the detailed information of the
sports venues (gyms) and other
corresponding facilities (d) the detailed information of the
places of accommodation (terms and conditions of stay, pricing); (e) the information of the National
federations and sponsors financial guarantee
The national sambo federations applications to
host World sambo championship or cup shall be examined at the FIAS Executive Committee meeting. The final choice of the host country will be taken at the FIAS
Congress not later than 1 year prior the said competitions. 2. Rights and responsibilities of the host organization. The National
federation, that got the right to host the World sambo championship or cup on
the competitive basis, must: -
form the Organizing Committee for preparation and conduct of
the competitions; -
elaborate a detailed program of arrangements to hold the sports
event; -
submit a financial plan with the analysis of all the
expenditures necessary for holding the competitions in question. The program of conduct
and financial plan has to be submitted to the Executive Committee of the
corresponding federation for the approval not later than 6 months before the
start of the competitions. In
case of unforeseen changes to the adopted program and schedule, the host
organization shall agree its actions with FIAS Executive Committee. The President of the host
organization (President of the national or continental federation, other) is
taking personal
responsibility for the
preparation and running of the events to the FIAS Executive Board; The FIAS Executive Committee has the right to delegate the Chairman of the sports technical
commission to the Organizing Committee to provide practical assistance in preparation and
conduct of the competitions. 2.1.Financial
terms2 The
annual Membership fee, paid to FIAS by sambo national federations,
affiliated to FIAS is 500 $ USD and
shall be paid duly to FIAS before the 10th
of January of the preceding year. The price of the FIAS license book – 10 $ USD The price of the annual license for participation in FIAS
official competitions: Seniors and veterans – 25 $ USD Youth (19-20)
- 25 $ USD Juniors (17-18) - 25 $ USD Any national federation is to pay entree fee in the amount of 75$ USD per person per day to the Organizing committee of the world championships and cups. The said fee covers the expenses for accommodation at the hotels not lower than 3 stars level, tree times catering, transportation from hotel (and back) to the sports venues. The transportation from the airport to hotel, from hotel to the airport shall be paid separately upon preliminary agreement with organizers. The Organizing Committee provides 3 variants of accommodation for the delegations and
fix the deadlines for reservation of accommodation for the delegations ( and
also penalty sanctions for organizations that did not observe the deadlines). In case any delegation, participating in the competitions, wishes to reserve
accommodation and provide catering to
its members by itself - this national federation is to pay one time
fee 75 $ USD per each member of its delegation to the
Organizing Committee (the organizers
correspondingly provide transfers from airport to hotels, from hotel to
airport), and the said delegations shall pay for transfer from the hotels to
the sports venues and back by themselves.
The host organization will cover the expenses
for transportation from airport to hotel and back, transportation from the
place of accommodation to the competition and meetings sites
and back; accommodation at the hotel not lower than 3 stars and three times
catering for the following persons: FIAS
President, FIAS General Secretary and Chairman of FIAS Referee Commission,
Chief Referee, Chief Secretary and 20 referees of competitions (World championships: Senior and Junior); The FIAS will cover: the travel expenses and
payment for work of the Chairman of Referee Commission Chief Referee and Chief
Secretary (3 persons) in the amount of 100 $ USD per night (work for the
Chairman of Referee Commission, Chief Referee and Chief Secretary is paid 2
days more than the period of competitions) and for
work of 20 referees (World championships: Senior and Junior) in the amount of 50 $ USD per
working day during competitions. The host organization is to prepare awarding attributes for every weight
category including: ·
the set of medals for every weight category ·
2 gold ones (for the champion and his coach); ·
1 silver ; ·
2 bronze ones; ·
the set of diplomas (according to the taken places); ·
valuable or money prizes for the prize-winners; Upon the summering up of the results of team event the host organization
is to arrange the cups for each group (male, female, juniors, youth) for
the 1st, 2nd, and 3rd places. In team competitions it is necessary to foresee the cups for the 1st,
2nd, and 3rd places. Five best officials by
the results of competitions are awarded with valuable prizes. The organizers of the
competitions in their bulletins must inform in details about all the expenses, which the National
federations shall cover for their participation in the World championships junior
and senior. 2.2. Information
pool and advertising Organizers
must provide all National federations with the necessary information and
program of the competitions, agreed with the FIAS Executive
Committee. Organizers
must advertise by the means of mass media (newspapers, radio, TV) the coming
competitions to popularize and develop Sambo in the host country. The FIAS owns
the rights for license to show sambo world championships and cups on TV. 2.3.
Accommodation
Organizers must reserve the rooms at the hotels not lower than 3 stars for the
members of the delegations of National federations and to advise the terms of
accommodation (including
pricing) duly in time. They have to provide
all National federations with three times a day catering. 2.4. Welcoming/seeing- off procedures The host organization
shall guarantee the free entry and departure from the country. The host country is to
provide offices to welcome and see–off the National delegations at airports and
train stations. 2.5. Transportation The host organization is to provide
transportation for members of national delegations from railway stations,
airport to hotels and sports venues, and during competitions from hotels to the sports
venues and back. In case the
Organizers are not able to provide the corresponding transportation for the
delegations at their own costs – the National federations bear the expenses for
transfer in the
amount of $ 10 USD per one member of the delegation. 2.6. Accreditation.
Organizers have to make accreditations for all participants, officials, members of the Executive Committee, guests of honor,
journalists, personnel and security. 3. Sambo
Competitions. 3.1.Mandate Commission. Organizers have to provide the Mandate
Commission with the separate office. Full power of the Mandate Commission is
regulated by art. 4 of the International Sambo Rules. The heads of the National federation
delegations have to submit to the Mandate Commission the following documents: ·
the team entry application, signed by the President of the National
federation to participate in the competitions (according to appendix 7 of the
Rules); ·
passport; ·
participant’s international license; ·
receipt of the executed payment for FIAS membership annual fee; ·
besides, the heads of National federations have to submit 2 national flags and the
national anthem reduced. 3.2. Weighing procedure. Official weigh-in is held one day before the competitions, the order and
time is stated in the Regulations. Official weigh-in is to meet all the requirements of Art.6 of the
International Sambo Rules. In case the competitions are held during 2 days the weigh-in is held
every other category, starting with the lesser one (e.g. men 52…62…74…90… +100;
women 48…60…72 and so on). If the competitions are held during 3 days, then the weigh-in is held
every two categories, starting with the lesser one (e.g. men 52… 74…100; women
48…60…72 and so on). The
weighing procedure for each weight category is held only 1 time, before the
competitions of the same weight category. No additional weigh-in on the day of
the competitions is allowed. The organizers shall foresee the electronic scales for athletes
to weight at the places of their accommodation. 3.3. Athlete
casting. The
chief referee is responsible for athletes casting. The casting shall be conducted in two possible
ways: The first way: the casting due to weight categories shall be
done during the day of weighing of the corresponding weight category. As soon
as the weighing is completed each athlete shall draw his lots. The athlete will get
the place in the participating group due to the drawn lots (with no seeding of
the strongest athletes). The second way: the casting shall be done during the arrival
day upon the completed accreditation. The strongest athletes will be seeded due
to the preliminary applications by using the computer systems. 3.4. Competition venue. The chief referee shall check each sports venue and verify if the equipment and all corresponding implements comply with sambo international standards. The chief referee shall draw up a report on
checking of the sports venues. The chief referee shall observe all necessary
documentation. The host organization shall provide the
following premises at the sports venues: (a) a conference room; (b) 1 office for Executive Board; (c) 1 office for referees - one separate office
for the chief referee - one separate office
for Chief Secretary; (d) lockable cloak rooms, (e) bathrooms with baths for
participators (female and male) (f)
first aid room; (g) massage room; (h) press-center (with fax and
telephone); (i)
interview room; (j)
weighing room (male and female); (k) athlete warming up room; (l)
recreation room The host organization shall provide the
following implements at the sambo gyms: a) three (3) special electronic
scales for athletes to weight; b) three (3) sambo mats; c) three (3) electronic indicator
boards with signals to inform participators and spectators about the combat
results; d) three (3) stop-watches; e) one (1) table and 20 chairs (for
Executive board); f)
one (1) table and 2 chairs (for chief referee); g) one (1) table and 2 chairs (for
chief secretary); h) one table (1)and 10 chairs nearby
each sambo mat (for referees); i)
one table (1) nearby each sambo mat for personal referees; j)
one table (1) and 3 chairs nearby each sambo mat for medical pesonnel; k) one (1) microphone nearby each
sambo mat l)
one (1) microphone at the table for Executive board m) one (1) large information desk
with stand to provide the events schedule, events results and other necessary information to all participators and delegates of the Sambo
international Events. Besides, the following
shall be provided for the Secretariat: -
2 two computers with printers; -
2 two copy-machines ; -
consumables (paper, cartridges for printers and copiers,
folders, loose-leaf binders, clips, pens and other office supplies). The host
organization shall provide vacant seats for the participators, guests,
officials, mass-media personnel at the competitions venues. Organizers shall provide the seats in the sports hall for participants,
guests, official persons, representatives of press and TV. The entrance to the
competition venue is allowed only to the people with accreditations. 3.5. Referees board and personnel. The referees board shall be designated by the FIAS. The referees board acts in accordance with Article 3 of the
“International Sambo events Regulations”. To make the referees work successful, the organizers must provide the Referees’
Board with the following personnel: -
courier to deliver the Protocol lists to the secretariat; -
courier to deliver the Protocol lists to the central table; -
two engineers to make the work of computers and the electronic board
continuous; -
two persons for every mat to accompany athletes to the bout. Superintendent of the
competitions has to provide the continuous work of the personnel as well as the
work of security. 3.6. Opening ceremony. 11.1.
The host organization shall arrange the opening ceremony. The
following main
standard steps of the opening ceremony shall be observed: (a)
Participating delegations shall stand still due to alphabetical order holding national flags and poles with tables,
bearing country names; (b)
The team of host country shall be the final team to enter the parade; (c) The members of referees board
take their places due to the participators’ sambo mats (d) National flag of the host country
shall be raised while the host country national anthem is sounding. Then there
shall be raised the flag of FIAS and flag of corresponding continental
federation. (e)
The President of the host country or the chairman of
the Organizing committee are the first to welcome the participators of
the sambo events. (f)
The President of FIAS is the second to welcome the participators of the
sambo events. (g)
Next will be the presidents of continental federations to welcom the participators of the sambo events. (h)
The President of FIAS shall declare the sambo international events open. 3.7. Competitions. The competitions are held in accordance with the Regulations of
Competitions composed on the basis of the International Sambo Rules. During the bouts only the Referees Board,
medical personnel and the coach-second are allowed to be present at the mat.
The athlete goes to the mat accompanied by a specially designated person
(support personnel). 3.8. Awarding ceremony On
finishing each weight category event all athletes, participated in the said
category who won the prize-winning places shall gather at certain place,
advised by the organizers,
to be awarded. The
Referees board takes certain places, provided by the organizers (as usual – in front of spectators) . The announcer
declares the family name, name and country of the certain athlete - after that the announced athlete shall take
his place at the podium due to his place.
The
FIAS President
together with the President of the host national sambo federation shall award
the winners. Upon
the prizers have been presented to appropriate
athletes - each
corresponding national flag shall be raised, simultaneously with
each corresponding national anthem sounding during the ceremony; At the end of the awarding ceremony - 5 best referees shall be awarded due
to results of the passed events. 3.9. Closing ceremony. The
closing ceremony shall be done due to the Regulations of the closing ceremony. Upon the last
weight category has been awarded the President of FIAS declares the events
closed (the members of Executive board shall stand opposite the participators
of the sambo events) After this, the
national flag of the host country together with the flag of FIAS shall be drawn
down, all must be done to the national anthem of the
host country. The FIAS flag
shall be forwarded to the delegate of the host national sambo federation,
responsible for the next world championship or cup. 4. Press center. The
host organization shall provide the following to the journalists and photo
operators: - Press-center -
A few computers with internet access; -
File holders and shelves -
Copy machines; -
telecommunication equipment with minimal number of fax machines: 10 devices (during the World championship or cups
among seniors), 5 devices (during the World championship or cup
among youth), All reporters shall cover the expenses for
using telecommunication lines The host organization shall provide managing
staff for the press center The chief executive of the Press center shall
provide communication with the events secretariat. All reporters of newspapers, radio and TV companies may get the
information only at the press center. The press center shall provide all final
documentation with results of the events. The timetable of working hours of the
press center shall be convenient for all journalists. The host organization shall provide
accommodation for all accredited mass media delegates. All expenses of the
mass media delegates’ accommodation and catering, applied for participation by
the national sambo federations shall be covered by the corresponding national
federations. II. FIAS
Congress preparation and managing provisions 1.
Generalities. The Congress is the supreme supervising body of
FIAS. The Congress activity is regulated by the Statute of FIAS. 1.1.
The date and place of the FIAS Executive Committee meeting and Congress The FIAS Executive Committee meeting is held
prior the FIAS Congress. The Congress is held on the day preceding the
World sambo championship among seniors due to the dates of the official FIAS
Sambo international events Calendar Any
regular Congress basically lasts for 4 hours, interrupted with 1 break per
hour, each break lasts for 15 minutes. It is recommended to hold the
Congress at the official Hotel, where the Congress participants will be
accommodated. 2. The organization, responsible for hosting
the FIAS Congress Any national sambo federation, hosting the
World sambo championship among seniors (further on as “Organizers”) is to hold
FIAS Congress, and to cover the corresponding expenses for registration of FIAS
Congress participators and the Congress procedures. The Organizers
are to form an Organizing Committee (or group) to prepare and
manage the Congress, that shall provide: 2.1. Visa support the visa support duly in time to all delegates, coming to the FIAS Congress. 2.2. Security the safety of all participants during Congress and the secure of
access to Congress hall and competition venues. The Security services
must be supervised by a superintendent
of Congress, whose name and contacts must be advised to the FIAS Executive
management. 2.3. The Congress minutes recording. audio/video
minutes recording of the Congress 2.4. Congress participants registration. organization of
registration process of Congress
delegates, observers and guests. 2.5. Transportation and
accommodation. ·
transportation from the place of arrival
(railway station, airport) to the
places of accommodation; ·
transportation from the places of
accommodation to the place where the FIAS Congress and sambo
competitions will be held; ·
accommodation at hotels, not lower than 3-stars level; 2.6. FIAS Executive Committee and
Congress participants notification to notify all delegates duly in time with: a) an
announcement about the date, time and place of Registration to the FIAS
Executive committee meeting and Congress (the arrows to the Registration
booths/tables must be placed nearby the
Hotel Reception). All information must be written in tree languages: English,
Russian and French. b) an announcement about the date, time and
place of the FIAS Executive committee and Congress operating hours (the arrows
to the FIAS Executive committee meeting and Congress halls must be placed nearby the Hotel Reception).
All information must be written in tree languages: English, Russian and French.
2.7.
Personnel to arrange preparation and assistance at the Congress: 2.7.1.
Technical staff Corresponding technical staff for registration*
of Congress delegates, assistance at the FIAS Executive committee meeting and
at the Congress, cooperation with the FIAS Mandatory commission and Congress
secretariat (not fewer than 10 persons, among them 3 persons, who speak English and/or French fluently). (* to check the mandatory forms, to distribute
Congress papers, including Voting mandates, FIAS attribution, to register all
delegates, guests and observers of Congress)
2.7.2.
interpreters (not fewer than 7 persons)

2 interpreters from Russian (or English) into the native language of the
host country; ·
1-2 interpreters from the native language of the host country into
French; ·
1-2 interpreters from the native language of the host country into
Spanish; ·
1-2 interpreters from the native language of the host country into
English; 2.7.3. personnel to assist
at the Congress: ·
staff for stenography of the Congress
(stenographers-upon agreement) ·
staff for recording of Congress (dictaphone) ·
staff for taking pictures and shooting of Congress ·
staff for simultaneous translation (see above
paragraph 2.7.2.) ·
technical staff to operate the techniques ·
staff to offer seats to the guests and delegates; to forward written
notes from delegates to the members of Presidium (staff must speak FIAS
official foreign languages) ·
staff to organize buffet (coffee, tea, other
beverages, snacks) before the Congress
and during breaks. 2.8. needed
premises: 2.8.1. a hall for FIAS
Executive Committee meeting, which must meet the following requirements: a)
capacity: 20 persons; b) equipment: 1. chairs, seats due to the quantity of
FIAS Executive committee meeting participants; 2. table
(s) or chairs with folded table-boards, on which must be put: ·
name-boards with positions of the members of the FIAS
Executive committee, ·
sheets of paper (a4 format), pens, pencils for delegates ·
mineral water, plastic glasses (if there is no such
possibility to place all this on the tables/table-boards – please, foresee mineral water in small
bottles at the hall) 2.8.2. a hall for FIAS
Congress, which must meet the following requirements: a)
capacity: 100-120 persons; b) equipment: 1. chairs, seats due to the quantity of
FIAS participants; 2. table
(s) or chairs with folded table-boards, on which must be put: ·
name-boards with names of corresponding
countries flags, taking in account that 3 delegates max possible from each
country. The name-boards must be distributed on the tables in accordance with
alphabetical order of host country. ·
sheets of paper (a4 format), pens, pencils for delegates ·
mineral water, plastic glasses (if there is no such
possibility to place all this on the tables/table-boards – please, foresee mineral water in small
bottles at the Congress hall) 3. 6-7 tables (for
guests, Congress secretariat, technical staff (providing audio-video
recording). There must be provided on the tables: sheets of paper (a4 format), pens, pencils, mineral water, plastic glasses. 4. the Presidium table for 4-5
persons. There must be on the table: the FIAS flag and the Flag of
the host country, name-boards with positions of the members of Presidium, and sheets of paper (a4 format), pens, pencils, mineral water, plastic
glasses. c) technical equipping: ·
amplifying apparatus ·
microphones (recommended: due to quantity of vomiting
delegates) or 4-5 transcend microphones; ·
Earphones due to quantity of
all delegates; ·
Booths, equipped for simultaneous
translation; ·
(if the translation is consecutive – please
provide seats for interpreters beside the corresponding delegates). Please,
check it out with FIAS
executive management. ·
Computer, loaded with soft to project information to
the big screen (upon agreement with
report makers) ·
Demonstration screen ·
Information board ·
Tape-recorder or dictaphone
for audio-recording of Congress. d) design of the Congress hall: it is recommended to fix
banners concerning the Congress, to decorate with flowers and big flags of FIAS
and host country, FIAS symbols and other FIAS attributes (upon agreement with
FIAS). 2.8.3. a hall for Congress
secretariat, which must meet the following requirements: a)
capacity: 10-15 persons; b) equipment: ·
table (s) with chairs for
information service; ·
table (s) with chairs for
transportation service; ·
office equipment, and personnel to operate with it ·
telephone set, provided with national and international access (or
organizers must provide possibility to obtain telephone international call
cards) ·
fax machine, provided with national and international access (or
organizers must provide possibility to obtain telephone international call
cards) ·
printer with a brand new
cartridge (printer must be connected with the computer) ·
Computer, with
USB access, Internet access , monitor, mouse, CD Rom,
key-board; Word, Excel, all soft for
corresponding printer must be loaded;. · Scanner (if possible) · Copying machine · Electric kettle ·
