MINUTES OF THE FIAS EXECUTIVE COMMITTEE MEETING
HELD IN MOSCOW (RUSSIA) ON APRIL 14, 2005

Attendance: M. Tikhomirov, P. Eigminas, S. Eliseev, S. Amzeev, S. Mikhailovich, R. Stoilov, M. Undaganov, V. Japrincev, C. Bruzat, P. Gorodnov.

Quorum obtained – 10 out of 15

1. Information about the candidates to the post of FIAS President (Dr. P. Eigminas, General Secretary)
2. Suggestions to the Congress about changing the location of the FIAS Administrative office
3. Suggestions concerning the Statutes Commission Regulations, and approval of composition
4. Miscellaneous

   Discussion about the request made by the Irish Sambo Federation

Suggestion was presented to consider this meeting as an Open meeting.

1. P. Eigminas informs the Committee members that the FIAS General Secretariat received two candidatures to the post of President of FIAS: one for D. Rudman ( USA) and one from C. Bruzat (France), and proposes that this be debated on.

   M. Tikhomirov asks who proposed these candidates, and whether this conforms to the FIAS Statutes.

   P. Eigminas responds that D. Rudman’s candidature was presented by the Continental Pan-American Federation, whereas C. Bruzat presented his own candidacy.

   V. Japrincev states that M. Tikhomirov has done a very good job and that the National Federations’ Presidents met with M. Tikhomirov and Mr. Aslachanov (Russia’s President Putin’s advisor) whom he convinced to present his candidature to the post of FIAS President. V. Japrincev proposes that the President’s election be postponed until the Congress which will be held during the World Championships in Kazakhstan.

   S. Mikhailovich reminds the members that M. Tikhomirov did not attend the last Executive Committee meeting, and asked that this matter not be postponed until the next Congress but be settled today.

   P. Gorodnov states that this question be dealt with at today’s Congress for if it is postponed until the Congress in Kazakhstan it will only prolong the uncertainty.

   P. Eigminas, proposes that the question of whether the President’s election should be debated during today’s Congress be put to a vote.
   Vote: For 10; Against 0; Abstention 0

2. P. Eigminas offers that question #2 on the Agenda be dealt with at the next Executive Committee meeting.
   Objections ? Voting necessary ? No. Unanimously agreed.

3. P. Eigminas proposes that the activities and function of the Statutes Commission be decided upon according to the Project submitted, and presents the following composition:
   Chair: P. Eigminas; Secretary: V. Lenktaitis; Members: L. Ayrapetian, O. Avramkin, M. Borisov, D. Rudman, S. Eliseev, F. Pulatov.
   No proposals were put forward. Question put to a vote.
   Vote: For 10; Against 0; Abstention 0

P. Eigminas suggests that a second FIAS Bulletin be issued. Question put to a vote.
Vote: For 10; Against 0; Abstention 0

4.2

P. Eigminas informs the members that the Irish Sambo Federation has requested assistance with sambo uniforms, sambo mat and technical literature.

P. Gorodnov suggests that this question be decided upon by the persons concerned. S. Eliseev, President of the European Sambo Federation, says that this question will be dealt with by his Federation. Put to a vote.

All questions on the agenda having been dealt with, the Chair of the Executive Committee brings the meeting to a close.
